That doesn't look like a valid Whitestar serial.
How verification works
A Whitestar certificate has three layers of proof.
Each layer can be checked independently. Together they confirm that the named individual completed BSIS-required training under a licensed CA Private Patrol Operator.

Serial lookup
The serial above. Returns the named student, course, and date of completion.

Live Scan + BSIS application
Whitestar retains the completion record per 16 CCR §643 and submits training proof with the BSIS guard card application.

BSIS public roster
Once issued, the guard card itself is publicly verifiable on the BSIS license search at search.dca.ca.gov.
